This programme is aimed at public entities such as city councils, provincial councils, island and county councils, cabildos and other entities with a scope of action in municipalities considered to be demographically challenged with a population of up to 5,000 inhabitants and non-urban municipalities of up to 20,000 inhabitants, as long as their singular entities do not exceed 5,000 inhabitants.
The grants may be applied for telematically through the application available at the IDEA’s electronic headquarters from 5 November 2021 to 5 November 2022, with the maximum grant for each municipality, 6 million euros with the eligible limit up to 85% and increasing to 100% when the projects are considered integral energy projects.

As far as lighting is concerned, it includes actions such as those included in the improvement of the energy efficiency of lighting installations. The aim is to improve the energy efficiency of existing interior lighting installations in buildings and facilities to be renovated, so that they comply at least with the minimum requirements set out in the Basic Document on Energy Saving DB-HE3 of the Technical Building Code in force, reducing energy consumption and carbon dioxide emissions.
Measure 4: Fight against light pollution, efficient and intelligent lighting, Smart Rural and ICT.
Related to public lighting, the actions include the renovation of lighting installations in municipalities such as outdoor lighting, sports facilities and ornamental lighting. Energy saving and efficiency criteria must be used to achieve a 45% reduction in electricity consumption and light pollution by implementing a solution with a colour temperature of 3000K.
